Public private partnerships (PPPs) are arrangements between government and private sector entities for the purpose of providing public infrastructure, community facilities and related services. Such partnerships are characterized by the sharing of investment, risk, responsibility and reward between the partners. The reasons for establishing such partnerships vary but generally involve the financing, design, construction, operation and maintenance of public infrastructure and services. The Private Finance Initiative (PFI) is a method which uses private sector capacity and public resources in order to deliver public sector infrastructure and/or services according to a specification defined by the public sector, which is very similar with PPP projects.
Experience in African projects shows that there still is a huge need for capacity building in Africa’s public sector. Growth will be sustainable only if both government stability and market attractiveness (transparency, regulatory and legal frameworks, etc) are ensured. Inadequate infrastructure is holding back Africa’s economic growth by 2% each year and reducing firms’ productivity by as much as 40%. Emerging markets in East Africa have a growing demand for infrastructure, and government financing will not be sufficient to meet the needs, hence the urgency to implement successful PPPs/PFI for improved services in the region.
This 4 day workshop will address an in-depth understanding of how project finance for PPP/PFI works, financial modelling and analysis, risk analysis, contract framework with real case studies in African context.
Our course leader will deliver a tailored course specially developed for Government officials, decision makers, and senior management, to acquaint them with the different options of Public Private Partnerships (PPP) as well as with the design, implementation and management of PPP arrangements. A small library of background reading is provided. Our guest speaker from Gautrain will share the case study about Gautrain, African’s largest rail PPP. Another financial modelling specialist, the Director from PKF Consulting will cover some concerned issues in financial modelling.
