Description There is a range of groups who are often excluded from accessing opportunities and from contributing fully to the economic mainstream of any society for a variety of reasons. They include people with behavioural and health problems, ex-offenders, school drop-outs, refugees, immigrants – and others who are marginalised or have reduced access, such as lone parents or those with poor literacy and/or learning difficulties. Government and society pay a high price for this disengagement, which can result in unemployment, poverty, crime, poor health, and anti-social behaviour, particularly by disaffected young people.

There is also an economic, as well as a moral argument for empowering these groups to take part in the economic activity of the nation. Learning is now seen as the key to personal and national economic success, therefore education and training play an increasingly important role in drawing these people into economic activity.
The seminar will focus on:
 adults and young children at or near school leaving age
 how government, NGO’s, and the private sector can enable marginalised groups to participate in society and the workforce, through education and training programmes
 opportunities to share ideas, strategies and case studies, looking at national and local solutions from the UK and other countries

Participant profile

The seminar will be of particular interest to government officials responsible for developing legislation and strategies for dealing with marginalised or disadvantaged groups. This could include national and provincial departments responsible for education, labour, social security or youth. It will also be of relevance to providers of education and training programmes at local or regional level – in either public or private sectors, trades unions, teacher training institutions and researchers in this field.
Additional Information Event Director

Kabir Shaikh, born and educated in India, currently holds the post of Director of Education for Bournemouth Local Education Authority, which he set up in 1997. For over 30 years he has worked in Education in England holding various posts including the Chief Inspector for Education in London. He was the Chair of the Association for Science Education’s National Working Party on Science for a Multicultural Society.
He has served on several national committees and is currently the DfEE’s nominee on the Partnership Board for Leicester City Education. He is a Member of the Advisory Forum to the Royal Naval School of Educational Training and Technology. He also Chairs the Steering Group of Local Education Authorities for the provision of Science Services. He has extensive International Experience and is the Vice President of CASTME (Commonwealth Association of Science, Technology and Mathematics Education). His work has involved the Commonwealth Secretariat, UNESCO, Development Education and the British Council. He is also Director of the Dorset Careers Company. He is widely travelled and has contributed to a number of international events on education and science education in particular. He has been an observer delegate to the Conferences of Commonwealth Education Ministers.
