Description With organisations being expected to justify expenditure programmes by reference to both the performance and the outcomes they are achieving. These workshops will explore a range of approaches and models of evaluation and will examine the wide range of criteria in use for evaluating performance in the public sector. The related issue of stakeholder politics will also be analysed.

Workshop Facilitator:

Paul Thomas – is an independent Lecturer, Researcher and Consultant in management and policy evaluation who, until recently, was a Principal Lecturer at the University of Glamorgan. Paul has co-authored two books on evaluation in the public sector and has published numerous papers on the subject in both academic and professional journals. His background was in local government but he has spent the last fifteen years researching issues of evaluation in relation to the NHS and local government.

Workshop Agenda:

9.30 am Registration and Coffee

10.00 am Session 1: Performance Management and Evaluation: Introduction, approaches and models
This session will be used to identify a range of frameworks which can be used in evaluating the performance of public sector organisations

11.15 am Coffee / Tea

11.30 am Session 2:Evaluation criteria
The aim of this session is to assess the usefulness and limitations of the criteria that are available to managers and professionals in evaluating their services, including effectiveness, efficiency, equity, acceptability (user satisfaction) and numerous others.

12.30 pm Lunch

1.30 pm Session 3: Workshop on using evaluation criteria
Delegates will have the opportunity to consider and discuss the usefulness and limitations of the evaluative criteria in the context of their own services.

2.45 pm Coffee / Tea

3.00 pm Session 4: The politics of evaluation and performance management: Stakeholder power
The ways in which various stakeholders can influence the use of evaluative criteria will be analysed.

4.15 pm Session 5:Conclusion and final discussions

4.30 pm Close

These workshops will be of particular value for all managers within the NHS, local government and other local services who are responsible for the operational aspects of performance management and best value.
