Balancing Innovation and Accountability in Government
Transformation has become a way of life for government. Technology provides a wealth of powerful tools and strategies for improving government, but the most effective deployment of technology is when it is carefully aligned with well-developed business methodologies and clearly defined processes. Thus, in the quest to improve service and accountability, government organizations must continually adapt and be responsive to opportunities and challenges. This, however, is easier said than done.
As stewards of public information, government organizations must balance access to information with protection of privacy, as well as weigh the need for security restraints against the need for open sharing of information across the enterprise.
At the heart of all projects, there is also a key struggle regarding the proper role of government in innovation. How close to the leading edge should talented developers tread in public agencies? How much risk is appropriate with public funds? When opportunities arise for development in relatively new technologies, what is the right balance between innovation and protection?
To lead and improve services, government agencies must adapt, change and assume some risk. To do nothing and change nothing is tantamount to regression. Yet, the proper balance is not a simple matter. Successful strategies for both serving and protecting citizens depend on making the right decisions.
GTC East 2002 will pursue many of the policy, strategic, management, and technical issues that surround these balancing acts as we explore innovative approaches in applying technology solutions to government.
