This conference will look at the FY05 homeland security budget request and detail the requirements, acquisition plans and business opportunities across the 22 agencies that comprise the Department of Homeland Security (DHS).

As in the past, we shall also explore the contracting mechanisms in DHS such as the Technology Support Working Group (TSWG), broad agency announcements (BAAs), rapid prototyping, Small Business Innovative Research (SBIR) and Other Transactions Authority (OTA).

Presentations will cover the state-of-play with the Federally Funded R&D Center (FFRDC) solicitation and a report on the Security, Planning & Integrated Resources for Information Technology (SPIRIT) contract model. Also discussed will be such topics as competitive sourcing, project metrics and incentives and testing and evaluation (T&E) certification.
