This conference will act as an international forum for researchers and practitioners interested in the recent advances in and applications of computer science and technologies. It is an opportunity to present and observe the latest research, results, and ideas in these areas. ACST 2004 will include keynote addresses, special sessions, contributed papers, and tutorials on a wide range of topics. All papers submitted to this conference will be peer reviewed by at least two reviewers. The full papers will be published in the conference proceedings. Paper acceptance will be based on quality, relevance, and originality.

ACST 2004 will be held in conjunction with the IASTED International Conferences on Communications, Internet, and Information Technology (CIIT 2004), Environmental Modelling and Simulation (EMS 2004), and Knowledge Sharing and Collaborative Engineering (KSCE 2004).

ACST 2004 is being held at the Frenchman's Reef & Morning Star Marriott Beach Resort on the island of St. Thomas in the US Virgin Islands. The Virgin Islands is comprised of over 50 small islands that border the Atlantic Ocean to the North and the Caribbean Sea to the South. Only 33 square miles in area, the small island of St. Thomas is filled with breathtaking scenery, mountains, green fields, and some of the most beautiful beaches in the world. Amidst this natural beauty, St. Thomas is also home to the busiest cruise-ship harbour in the West Indies and offers world-renowned shopping, sailing, and fishing
