In the UK, there is no doubt that we have an effective security and anti-terrorism response structure in place but what is less clear, is how prepared we are to tackle a major incident. Who in government is responsible for determining what threats we should be responding to and with what priorities? In Europe, the picture is even less clear. In the global war against terrorism, detection and prevention must be the first priority. Access to the information collected by local, state, federal and international security forces and the ability to turn that information into knowledge, will provide a clearer picture of the terrorist threat. The speed at which first responders can arrive on the scene, the knowledge they have, the mobility and interoperability of their equipment may be the difference between a rescue mission and a recovery operation.
