As part of its drive to limit the levels of waste sent to landfill, the Government has allocated landfill targets for disposal authorities to adhere to.

To add increased pressure on disposal authorities, not only will these allowances for landfill steadily decrease over the next 15 years, but the Government will also be charging huge penalties for disposal authorities that exceed their allowances.

In a bid to grant disposal authorities a degree of flexibility, the Government will introduce the Landfill Allowance Trading Scheme (LATS) on April 1, 2005.
