The Energy Performance of Buildings Directive (EPBD), due to come into force in April 2006, will put in place a framework for calculating the energy performance of buildings, and set minimum standards of energy use and performance for new and existing buildings.
It could require significant changes in the design and operation of existing air conditioning and cooling systems in order to meet the new statutory reductions in CO2 emissions. Critically, it will require all buildings to be assessed and have an energy efficiency certificate, and will require regular inspection and assessment of cooling installations by independent inspectors.
The consequences of this new assessment procedure will be far-reaching; as well as the substantial challenges, there will also be significant new business opportunities for those companies which fully understand the effect of the impending legislation.
