On 1 January 2005, an economic instrument of climate policy was introduced throughout Europe: Greenhouse Gas Emission Allowance Trading. The 3rd international Summer Academy will address the topic “Emissions Trading in Europe – Review and Preview” and evaluate initial experiences with this system from an economic, legal and political perspective as well as from the point of view of practice. It also aims to provide new ideas for political and legal decision-making. The Commission report on the operation of the emissions trading directive submitted to the European Parliament and the Council by a 30 June 2006 will provide an ideal starting point. Drawing on a review of experiences to date, the Council has been mandated with elaborating proposals for the further development of emissions trading as an instrument. 30 June 2006 is also the deadline for submission of the National Allocation Plans for the second trading period.

We will award a number of full and partial DAAD-scholarships to foreign applicants depending on personal merit and need. Scholarships can only be granted to persons who apply for both weeks of the Summer Academy. A full scholarship entails: an amount of about 400 € for costs of living + a partial payment of 300 € for the participation fee + a travel allowance (The amount depends on the home country of the participant, with an upper limit of 700 €.) A partial scholarship covers only part of these costs (determined on a case-by-case basis) Applicants who want to apply for a scholarship should add a short explanation describing why they need a scholarship. The deadline for the scholarship application is 30 April 2006 (same date as the deadline for the Summer Academy). We will decide on participation in the Summer Academy and the distribution of scholarships immediately after the deadline. All applicants will be informed about the decision as soon as possible.
