Offshore Patrol Vessels (OPVs) offer an interesting alternative to navies looking at the future balance of their surface fleets in the 21st Century. They provide a viable way to maintain hull numbers in an environment of ever decreasing defence budgets. These versatile craft are capable of a range of functions and can vary enormously depending upon specific national requirements. However, key questions remain unanswered regarding the desirability of operating a large fleet of Offshore Patrol Vessels. How useful are they in conflict situations? Can a truly multi-role OPV retain its cost effectiveness? And do large numbers of OPVs compromise high-end capabilities?
