Oil and gas transit is indispensable for ensuring secure energy flows, and transit issues are rapidly gaining importance with the increased interdependency and integration of energy markets.
The Summit will facilitate the dialog between parties regarding the existing barriers to regional electricity trade and possible means of addressing them through multilateral cooperation among governments in the Emerging European countries, with a specific focus on how these barriers might be removed and what economic benefits stand to be gained as a result. Emphasis will be placed upon the present structure of national electricity markets in Emerging Europe and the present volume and growth dynamics of cross-border trade in electricity will also be assessed.
Among the main themes of discussion will be the role of market integration in reducing investment risks, the role of regulatory bodies in removing obstacles to trade and investments in the power sector and the challenges of ensuring proper regulation of competitive electricity markets.
The Summit will examine patterns of change in the conditions for energy investment across the Emerging European countries taking into consideration the importance of a stable legal and regulatory framework in assessing long-term risk, return and fostering the confidence necessary for major investment decisions across the region.
The Summit delegates will analyze the range of approaches being taken within different national energy industries in the Emerging European countries – the status of liberalisation efforts across the region; the emergence of new competitors; new requirements and the lessons being learned as incumbent players to market shifts.
The 2nd Emerging Europe Energy Summit will provide a forum which identifies, discusses and forecasts developments in the energy sector among the Emerging European countries.
