Controlling the underwater battlespace is essential for all elements of modern military operations that feature maritime actions. Submarines are able to provide a covert first strike capability against significant land targets, removing them before an air or land assault has even begun, significantly reducing the risks to personnel. They can also be used to strike with relative impunity targets as retaliation. The ability to control or deny access to the underwater domain also inhibits or allows the use of the seabase and littoral access points to other military assets.
