A transparent purchasing and procurement process is the first step towards transforming any government organization. It is no secret that government organizations today, whether federal, state or local, face a credibility crisis as well as a performance crisis when it comes to their purchasing function.

This conference presents the view that government sector purchasing can be a powerful catalyst for transforming government, but that it will achieve this goal only if it adopts the best practices from the private sector purchasing in the context of an emphasis on professional training, skills, and exercise of discretion, rather than regulatory controls. Hundreds of billions of dollars spent on contracts for goods, services, technology and construction each year by government organizations. But the impact of government procurement is far more than monetary benefits. Wasteful or secretive or corrupt procurement of government services erodes confidence in government at a fundamental level.

First and foremost, government organization buys literally everything that is required to offer their services starting from goods, infrastructure, IT, training solutions, heavy equipment, machinery etc…. If their buying processes are effective, government organizations and their services can be effective; if they are not, government service delivery will not be successful.
