The social and labour plan programmes are aimed at promoting employment and advancement of the social and economic welfare of all South Africans whilst ensuring economic growth and socio-economic development. To this effect there are guidelines for the development of the Social and Labour Plan in tandem with the objectives of the MPRDA and the National Social Plan. Many mining companies are still battling with compliance and clarity on various issues with regards to Social and Labour Plans.

During research I conducted with key individuals involved in SLP’s in the mining industry the following critical concerns were raised with regards to achieving the MPRDA requirements:-

• How do you formulate your SLP appropriately from start to finish?
• How can the SLP be made more realistic to the needs of both the company and people?
• How can the SLP be more practical and implementable?
• How do you make The SLP contextually appropriate?
• How do you make the SLP systematic and action plan oriented?
• How do you form the SLP as part of the everyday operational activities of the company, and not be in isolation?
