Introduction
Virtual University of Pakistan in collaboration with Allama Iqbal Open University is organizing 2nd ELDEC on March 30 & 31, 2009 at Islamabad. The theme of this Conference is “Learning in the new millennium: Trends and impactsâ€. This conference will provide an opportunity for transmission of knowledge based on latest research. It will not only provide a useful forum to the participants to share their experiences for extended collaboration in ICT but will also benefit them professionally.
ELDEC 2009 will surely devise ways to improve design and delivery of learning. Previously, technology was considered marginal to learning and teaching practices in Higher Education. However, most institutions are emphasizing on e-learning; ranging from utilizing an Online Learning Environment (OLE) for providing online course information to blended learning.
The extraordinary pace of development in the arena of learning in this millennium has forced educationists, practitioners as well as the general public to ponder at the impact that the current trends in nascent time of this millennium will have on the learning and education on the years to come. And that is the focus of this conference. It will also focus on facilitating dialogue in sharing and networking between diverse modes with regard to the optimal use of emerging technologies.
Aims and Objectives
ELDEC 2009 along with an exhibition intends to highlight issues in educational sector such as:
· providing a forum to discuss the problems and their solutions in the area of applications of Information & Communication Technologies (ICT)
· focusing on the role of ICT in higher education and other sectors
· providing a platform for researchers and professionals to share their research, ideas and innovative e-learning techniques
· finding out the ultimate means to disseminate and deliver the prepared material to the learners
· discussing the effects of local and psychological factors including social issues within cross cultural environment on the distance learning process
· determining future spectrum of educational systems and institutions
· learning to devise possible future options from current trends
· exploring the various models and standards being used for distance education using ICT, and
· Changing patterns of teaching and learning in the face of scientific advancements, new technologies and diverse student populations.

Call for Papers
ELDEC 2009 mainly aims to discuss Learning in the New Millennium focusing on new trends and impacts. It will provide a forum to researchers for education and knowledge transfer; introduce educationists to latest ICT technologies thus encouraging further research and study. The conference will also present an opportunity to develop new skills and to stimulate critical discussion on theories, approaches, principles and applications of e-learning and distance leaning.
The conference invites qualitative, experience-based and quantitative papers, case studies and reports of work in progress on both the theory and practice of all aspects of web-enabled technology in learning and teaching. Submissions are welcomed from academics, teachers, practitioners, vendors and government departments.
