BACKGROUND
Underpinning the Arab efforts to modernize their national economy systems through
adopting advanced technologies emerging their LETS Forum will be the most
important regional legal-tech event to take place in Lebanon. This unique Forum will discuss how
technology can empower the citizens by providing them the legal-safe eTransactions
operations giving them easy access to information and services offered by both the private and the
public sectors.
Most international socioeconomic studies have indicated that the predominance of the major
industrial countries over the developing countries is associated with their new digital economy
principles based on information technology and communication; taking into consideration that the
information sector has become the main infrastructure for all industries, commercial activities and
even for Government services. The current situation within the developing countries requires a quality
leap in evolving new legislations and regulatory status for eT , aiming at
keeping pace with the development and modernity by catching up with the fast transformations
affecting the different aspects of our lives from education to business to political; that have been
radically changed by adopting the eTransactions process.
Many efforts were definitely exerted by many Arab countries as well western countries towards
developing eTransactions under the supervision of international organizations and governments.
Nevertheless, major legal gaps still exists between the reality of automation and the reality of legal
progress with regard to both organization and legislation. The Arab world greatly suffers from this
law-gap that regulates safe eTransactions at the exception of few laws concerning the eSignature
different fields namely the finance, the investment, the health and the security sectors.
The deficiency of a unified legal orientation and guidance that corresponds and complements the
Arab laws in force is greatly perceived by the private and public sectors. Thereby, LETS Forum will be
convened at a time where Arab nations are in a deep need to find a unified Arab regulations and laws
enabling them to establish the quality leap towards filling the Digital-Gap between the Arab
International economies. Consequently, this Forum aims to form the right scientific and legal
platform for specialists and experts to put in-forth the available advanced Arab experiences as an
essential stone for creating an Arab eLegal High commission to reach that prime goal.
In this context, The 1st Forum on Legal and Legislative Structure of eTransactions in the Arab
Countries is being organized by ExiCon Exhibitions & Conferences, under the high patronage of His
Excellency, The President of the Republic of Lebanon, General Michel SLEIMAN with the
collaboration of the Arab League States, the Arab Parliament, the Lebanese Ministry of Justice and
the Technology Committee in the Lebanese Parliament.
The LETS forum will take place at Phoenicia, InterContinental Hotel, Beirut, Lebanon on 24 till 26
February 2009. The 1st edition of LETS will bring together more than 500 participants grouping
ministers, diplomats, members of Arab parliaments, regulators, judges, arbitrators, chairmen, CEOs,
presidents, managing directors, IT consultants and experts as well as high-ranked prominent officials
and business leaders.
OBJECTIVE
The LETS Forum main objective is to maximize the interaction among delegates to extract valuable
knowledge and generate practical ideas from field practitioners; enabling to issue efficient
recommendations for policy makers, legislators and industry leaders to create the adequate Arabian
legal platform to develop and build a vibrant eMarket interrelationship between the public and private
sectors decision makers and fill-up the Digital-Gap between the Arab International economies.

GOALS
The LETS Forum aims at;
1. the eTransactions by establishing
legislative structures and regulatory frames necessary for building eModern States and
executing the eGovernment programs by:
 Creating the proper coordination mechanisms between the concerned legislative
institutions and the citizens to preserve their rights and legal obligations,
 Seeking to unify the concepts and terms of eTransactions for judicial and arbitrary
purposes under the supervision of the Arab States League,
 Subjecting the existing and new regulatory, administrative concepts and suggestions
related to eTransactions, to the legal controls and principles for guaranteeing equal
rights to all the concerned parties involved in any transaction,
 Establishing legal bases that guarantee the smooth flow of investments and the
eTransactions in both the public and private
sectors to easily guarantee the rights of all the parties involved in the transactions at
the same legal level.
2. Increasing opportunities of investment, acquisition and merger in the international digital
economy by developing and supporting the electronic activities in the private sector,
particularly in the commercial, banking and financial sectors, through finding judicially
approved (guidance) forms for the eTransactions documents issued in all the Arab courts as
well as their commercial, economic, social, cultural and security transactions with other
countries.
3. Providing the proper legislative environment that will lead to social security, minimizing and
preventing all kinds of eCrimes and limit crimes, frauds and violations, by seeking the proper
penalties to be applicable in the Arab countries.
4. Finding incentive legislations to build an Arab digital community in all its aspects as well as to
put an end to poverty and improve the quality of life.
5. Establishing policies to manage the Internet mechanism aiming at developing the content of
the Arab Internet and providing safe communication structures to guarantee information
security.
6. Seeking to support the eLegal professionalism aspect of; the judges, attorneys and public
prosecutors; through organizing specialized forums, seminars, workshops and continuing
researches, studies and exchanged information to confront the criminal methods and utilized
means in the eTransactions operations within the Arab countries.

government dealings through the eManagement with individuals (citizens and

 Arab investment laws and the support they provide to eCommerce dealings at the
regional and international levels
 The extent of the evidentiary value of electronic dealings before the Arab courts of law

FORUM FUNCTIONS
The forum registration fees are $1,000 (one thousand us dollars); this includes attending all the
sessions, the workshops, forum papers, social events and coffee breaks. Certificate of attendance
will be delivered to all attendees. Forum registrations will not be confirmed until the completed form
