Description In the era of globalization and borderless world, communication is seen as an enabling factor which plays a prominent role in all aspects of the development of a particular nation, specifically in establishing diplomacy between nations at the regional and global level. Communication, especially that pertaining to intercultural and inter-countries is seen as an important and critical element in enhancing peace and prosperity of developing as well as that of developed nations.

The development of information and communication technologies makes it possible for communication and interactions to be carried out easily and quickly, inter-culturally and internationally.

Implications may occur due to the contrasting ideologies and different approaches in political systems among communities across the globe. The modernity of communities due to the development in the communication systems in the era of globalization has created both positive and negative effects on society. For example, communication which occurs across cultures through the use of communication technologies such as the Internet may have an impact on the secularization of cultures that may eventually results in the invasion of the traditional values and cultural heritage. It provides the foundation to the cultures of a particular nation by the popular cultural values and ideologies of the west which seems to be more attractive among the communities of developing nations, including Malaysia. In this case, communication is seen as capable of inflicting conflict across cultures and simultaneously fostering cooperation among communities comprising of people from different ethnic and religious backgrounds, ideologies, different political beliefs and et cetera.

In order to solve this problem, what is needed is the formulation of communication-related policies in developing countries such as Malaysia as one of the ways of strengthening and enhancing the objectives pertaining to the social, cultural, religious, race, economic and political systems of a particular country. This step is important because the competency of developing countries such as Malaysia in defending the countries strategic policies through the aspect of communication is highly essential in ensuring the independence from the influence of western countries, particularly.

In establishing significant cooperation and bi-lateral ties between countries in the region and across the globe, communication has a primary role in influencing the mindset and actions of people across cultures. The process of democracy in society, particularly which involves communities from various cultures and ethnic origins can be established through two-way strategic discussions and through the understanding of the cultural and ethnic heritage of a particular community as well as through the establishment of cooperation among communities. These are some of the issues which can be discussed in the upcoming PACA conference.
