The line-up for this year's Infra-News flagship European PPP Infrastructure Forum, taking place at the impressive Plaisterers Hall in the City of London, is taking shape.

Now in its seventh year, this must-attend event attracts the cream of Europe's infrastructure developers, investors, funders, advisors and government departments, and is attended by more than 200 senior delegates, including infrastructure CEOs & CFOs, who gather for two days of high-level discussion and networking. Over the last few years the event has been held in Lisbon, Barcelona and Venice and in 2009 makes its return to London.

A Market Undergoing Radical Change
The European infrastructure market has changed radically - all in just 12 months. Last year, developers faced a resource allocation challenge as they competed for deals across Europe and in new markets like Russia and Turkey and in the greenfield and brownfield space.

In 2009, the competition is for capital, not deals, following the major upheaval in global financial markets.

A shortage of capital, most notably bank debt, means that the PPP concept stands at a crossroads in its development. The decisions made in 2009 will have major ramifications on how the market develops in the future.

Why You Should Attend
This year's European PPP Infrastructure Forum will assess how the leading figures in the market are responding to the challenge of freeing up capital as well as unlocking new sources of liquidity and how developers are re-evaluating their corporate strategies to take account of new market conditions. Infrastructure funds, once active investors in brownfield assets, are now moving into the greenfield space and offering a new approach to infrastructure investing. The role funds play, as investors and as a source of liquidity, will also determine what the European market looks like in the future. The 2009 meeting will discuss the following key issues:
