“Nicolae Balcescu” Land Forces Academy is a military higher education institution since 1995, and it has trained command officers for the Romanian Army land forces since 1847. The certification of the capacity to develop activities of research-development and the outcomes obtained in the field of fundamental and applicative research are turned into account and disseminated by the organizing of certain scientific activities, among which the most important event being the international scientific conference of the teaching staff.
The international scientific conference, “Knowledge-Based Organization” (KBO) reaches the 15th edition and it is annually organized by our institution in November. This edition is actually the 6th international event, the conference being international since 2004. Our event benefits from participants all over the world, but also hosts national guests.
The event answers to the worldwide tendency of contemporary orientation towards knowledge. The concept’s relevance of knowledge-based organization derives from the employment in the evolution for the informational society, the knowledge society – criteria for sustainable development and European and Euro-Atlantic integration. The informational society of the 21st century is defined as a society of knowledge and in the same time as a society of organizations. In the existent organizations, the main changing factor is promotion, where the complementary solution is the creation of new organizations specially conceived according to the criteria of that particular type of society.
The foundation based on knowledge means for the organizations the reaching of the absolute maturity stage, in concordance with the essence of the informational society to which they belong to. In order for such organizations to function, the determination factors are the processes of innovation, learning and partner interactivity regarding knowledge. We can proudly state that by means of the organized scientific events, the Land Forces Academy has already taken the steps towards this direction.
In the context of phenomena, the military organizational environment could not make an exception for the global tendency of the contemporary orientation towards knowledge. The social organizations, especially the strong standardized one, where the army has a central place, have to be projected and created based on the fundaments of innovative organizations’ learning. Hence, the military organization has to keep up with these realities and has to adapt to its necessities.
The technological improvement and the new approaches of the battle fields of the future have visible effects on the modern army’s reorganizations. The army’s professionalization is the most eloquent example of profound change within an organization, of search for an effectiveness formula of activities. The present shows us that the military organization takes great effort for restructuring and rethinking the missions and challenges it has to overcome.
The conference tries to find an answer to the basic problem of epistemology, the one of validity and limits of knowledge, present-day concern not only in the medium of organization’s theory but also at the scale of concrete organizations. In this context, the military organization, one of the intelligent collective factors of the informational society has a decisive role in its affirmation as a knowledge organization. Although the reference point of this scientific event remains the military organization, especially the military sciences through their suggested themes, the conference induces also a different vision on all domains associated to this evolution, hence we are also open to studies concerning other types of organizations. This scientific manifestation brings in the core of debates many new and interesting ideas regarding these issues and profoundly analyses aspects discussed at previous editions.
The conference focuses on two kinds of major objectives: scientific on the one hand, and on the other hand, the development and consolidation of collaboration relationships in the field of scientific research with higher education and research institutes, at national and international level. Hence, the entire gamma of objectives specific for scientific and exposition events is covered. Also, in this perspective, the conference aims at presenting the academy’s offer in the research fields and developing possible collaborations within national programmes, as well as European research programmes.

The international scientific committee consists of members from various conference partner countries, such as Bulgaria, San Marino, Belgium, the Czech Republic, Germany, Portugal, Hungary, Belarus, etc.
The abstract submission is followed by the paper’s evaluation, i.e. each article is being peer-to-peer assessed in order for its acceptance at the conference. The conference’s volumes are edited in English, as well as the proceedings, each participant receiving his/her own copy.
