The conference is a must for physicians, medical workers, HIV/AIDS and hepatitis prevention and care providers, public officials, policy makers, needle exchange directors, and workers, researchers, people living with HIV/AIDS and Hepatitis C, community organizers, local and state health departments, drug treatment programs, organizations providing services for youth and the homeless as well as community based and advocacy organizations.

The conference provides a safe forum for the exchange of information, ideas and strategies for incorporating harm reduction into direct services, public policy and individuals lives. It offers technical information on program development and implementation. Presents current examples of effective harm reduction services and policies. Encourages a dialogue between individuals from diverse disciplines, backgrounds and personal experiences, including, drug users and those with a history of drug use. Explores and analyzes our own attitudes about, and relationships to, drugs and drug users. Exchanges and develops practical skills for community organizing. Facilitates local, regional and national networks and develops plans of action.
