This conference will provide an overview of the state of play in the implementation of the Services Directive and the main legal and practical implications, in particular:
- the direct effect of some important key provisions and the resulting implications;
- how to set up the system of mutual assistance and administrative cooperation among Member States, provided in Articles 28-36 of the Directive;
- the exact role of the so-called "Points of Single Contact", destined to become the single interlocutors through which service providers can easily obtain all relevant information and complete all necessary procedures;
- the rights of the recipients of services and the related obligations for the undertakings acting as providers, according to Articles 19-21 of the Directive.
The importance of these issues is all the greater given the difficulties Member States are facing in implementing the Directive, resulting in substantial divergence in the amendment of their domestic business regulations and inevitable legal uncertainty for service-providers and consumers alike.
